CSOs urge Finance Ministry to pay N4 trillion owed Nigerian contractors, warning of legal action and economic fallout if debts remain unsettled

A coalition of civil society organisations (CSOs) and lawyers under the banner of Concerned Lawyers for Probity and Justice has demanded that the Federal Ministry of Finance settle N4 trillion in debts owed to indigenous contractors.

The call came during a demonstration at the Ministry of Finance headquarters, attended by members of the Enough is Enough Movement and the All Indigenous Contractors Association of Nigeria (AICAN).

Protesters accused the ministry of selective payments and favouritism in ongoing attempts to clear outstanding debts.

The coalition highlighted that partial disbursements following demonstrations in December 2025 left most verified debts unsettled.

Barrister Precious Isi Okoh, speaking for the group, said the delays have caused severe economic hardship, including asset seizures, family disruptions, and job losses for thousands of construction workers.

“Contractors who borrowed at high interest rates to fund projects now face relentless loan defaults, with banks seizing homes, vehicles, and other assets. Entire households have been uprooted, dreams shattered, and futures stolen,” Okoh said.

The coalition warned that stalled payments have broader implications for Nigeria’s economy, affecting local markets, reducing employment, and slowing national development.

They cited Sections 15(5) and 16(2)(b) of the 1999 Constitution, arguing that withholding earned payments constitutes an abuse of power and contravenes obligations to maximise citizens’ welfare.

CSOs urged President Bola Tinubu to intervene and ensure the prompt release of funds.

They further threatened legal action, including court enforcement of contractual rights and public interest litigation, should the debts remain unpaid.
