Lea Perekrests arrives in Lagos ahead of the Rotary Peace Summit, urging inclusive governance and community action to build lasting peace
International peacebuilding expert Lea Perekrests has arrived in Lagos ahead of the All Nigeria Rotary Peace Summit 2026, calling for stronger institutions, inclusive governance and community participation to achieve sustainable peace in Nigeria.
Perekrests, Director of Partnerships at the Institute for Economics and Peace (IEP), praised Nigerians for their warm reception, describing their energy as “really, really incredible” during an interaction with journalists shortly after her arrival on Wednesday.
She said lasting peace required more than ending violence, stressing that governments and communities must also address the conditions that allow peaceful coexistence to thrive.
Perekrests explained that peace could be understood from two perspectives: negative peace, which refers to the absence of conflict or fear of conflict, and positive peace, which involves the attitudes, institutions and structures that enable societies to sustain peaceful relationships.
According to her, Nigeria must look beyond immediate efforts to stop violence and invest in systems that support long-term stability.
“Peace is not something that happens overnight. Peace is a very long-term commitment,” she said.
Drawing on Northern Ireland’s experience, where a peace agreement has remained in place for more than 20 years, Perekrests noted that although violence and conflict had declined, communities remained segregated.
She said the experience showed that peace agreements could deliver important results, but lasting peace also depended on changes in people’s attitudes and everyday practices.
On Nigeria’s security challenges across different regions, she advocated a combination of national coordination and locally driven solutions.
She recommended a whole-of-government approach, explaining that every government department, including those responsible for education and communications, as well as the presidency, had a role to play in peacebuilding.
However, she emphasised that grassroots initiatives must reflect the experiences and needs of local communities.
“When it comes to building peace on the ground, at the grassroots level, that’s where it needs to be inclusive of the local voices,” she said.
Perekrests also urged Rotary members and civil society organisations to take responsibility for sustaining peace beyond the signing of formal agreements.
Speaking on the implementation of peace agreements, including the proposed Peace Legacy Accord expected to feature at the summit, she said peacebuilding should not be left exclusively to political leaders and those who sign such agreements.
“I think it’s the duty of you, of me, of every Rotary member around the world, to be activists for peace, to be taking action on the local level to build towards peace,” she said.
She maintained that sustainable peace was a collective responsibility, requiring individuals and communities to make peaceful coexistence part of their everyday lives.
The All Nigeria Rotary Peace Summit 2026 is scheduled to hold on Saturday, November 7, at the Victoria Garden Event Centre, Alausa, Ikeja, Lagos.
Convened by Rotary International President Yinka Babalola, the summit will focus on the theme, “Good Governance, Justice and Equity: Foundations for Sustainable Peace”, with the sub-theme, “From Dialogue to Action: Forging a Sustainable Peace Legacy in Nigeria”.
Perekrests is expected to deliver the keynote address, titled “Global Perspectives on Good Governance, Justice and Equity as Foundations for Sustainable Peace”.
The summit will bring together peacebuilding experts, policymakers, academics, security professionals, Rotary leaders and civil society organisations to discuss practical approaches to Nigeria’s peace and security challenges.
A major highlight will be the signing of a Peace Legacy Accord and Agenda, as well as the presentation of a summit declaration and communiqué outlining stakeholders’ recommendations and commitments towards sustainable peace.
