The All Progressives Congress governorship candidate in Oyo State, Senator Sharafadeen Abiodun Alli, has proposed a ₦10bn annual youth fund to support young people as part of his economic agenda ahead of the 2027 governorship election.

The proposal is contained in his campaign manifesto, titled The People’s Manifesto: Seven Pillars, One Plan, which was presented in Ibadan on Tuesday, November 3, 2026.

Under the fifth pillar, focusing on economy, investment and job creation, Alli pledged to establish the Oyo Youth Fund and make the list of beneficiaries publicly available.

However, the manifesto does not specify how the fund would be administered or provide details of eligibility requirements, application procedures and the categories of beneficiaries.

The proposal is aimed at addressing concerns around access to finance for young people seeking to establish businesses, expand existing ventures or turn their skills and ideas into sustainable sources of income.

Its eventual impact would depend on the implementation framework, the selection of beneficiaries and the availability of the proposed funds.

Beyond the youth intervention, Alli’s economic agenda includes a plan to increase Oyo State’s internally generated revenue from ₦103bn to ₦150bn annually.

He also proposed paying workers’ salaries on the 25th of every month and introducing a 13th-month salary.

The manifesto outlines proposals across seven areas, including education, healthcare, agriculture, infrastructure, security and local government administration.

On education, Alli proposed reducing the number of pupils in primary school classrooms to 30 and introducing a programme called Scholar2Job to help graduates secure employment.

The manifesto also identifies an estimated 674,000 children between the ages of three and 17 as being out of school, making improved access to education a key part of his proposals.

In healthcare, the APC candidate promised free medical treatment for children under 10 and adults above 70.

He also pledged to reduce maternal deaths during childbirth by at least 30 per cent and improve access to essential health services.

For agriculture and solid minerals, Alli proposed increasing the share of the state budget allocated to agriculture from 2.24 per cent to 10 per cent.

Other plans include rehabilitating nine old farm settlements and providing insurance coverage for 10,000 farmers against crop losses.

On infrastructure, he outlined plans to improve access to potable water, complete abandoned road projects and establish what he described as a functional electricity market in the state.

His security proposals include deploying drones to monitor forests and farm roads, as well as expanding closed-circuit television surveillance.

The manifesto also promises greater transparency in public spending through the publication of information on government contracts and their costs.

On local government administration, Alli advocated greater financial autonomy for the state’s 33 local government areas, arguing that councils should have more control over their resources and responsibilities.

He also outlined personal commitments on governance, including regular salary and pension payments on the 25th of every month, greater representation of women in government appointments and the publication of quarterly performance reports.

One of the commitments in the manifesto is that he would not seek a second term if Oyo State was not better under his administration.

With the proposed ₦10bn youth fund featuring prominently in his economic agenda, Alli has placed youth development among the issues he wants voters to consider ahead of the February 6, 2027 governorship election.

The proposal and other promises in the manifesto will depend on how they are translated into policies, funded and implemented if he wins the election.
