Russia-Ukraine peace talks stall as Lavrov demands recognition of annexed territories; Ukraine rejects concessions and calls for new sanctions

Russia-Ukraine peace talks have hit another roadblock as Moscow continues to insist on international recognition of territories it annexed from Ukraine as a condition for any lasting peace agreement.

In a statement published Wednesday, Russian Foreign Minister Sergei Lavrov reiterated that any durable peace would require formal acceptance of what he called “new territorial realities.”

“For a durable peace, the new territorial realities that arose… must be recognised and formalised in accordance with international law,” Lavrov said, referencing the annexed regions of Donetsk, Lugansk, Kherson, Zaporizhzhia, and Crimea.

Ukrainian officials swiftly rejected the proposal. Foreign Minister Andriy Sybiga described Lavrov’s comments as “old ultimatums in new packaging,” adding that Russia continues to show no genuine interest in meaningful negotiations.

“It’s time to hit the Russian war machine with severe new sanctions and sober Moscow up,” Sybiga said in a strongly worded statement.

Kyiv has repeatedly stated that it will never accept Russian control over any part of its territory and is determined to recover all land seized by Moscow — including Crimea, which Russia annexed in 2014.

Peace talks between the two countries have been stalled for months, with one major sticking point being control of captured territory.

While Ukraine demands a ceasefire before any political negotiations, Russia has made it clear it will not halt its offensive until a full agreement is reached — including territorial recognition.

Turkey, a previous host of direct negotiations, recently revealed that President Vladimir Putin had proposed freezing the front lines in Kherson and Zaporizhzhia in exchange for Ukraine’s complete withdrawal from Donetsk — a condition Kyiv reportedly found unacceptable.

According to analysis by the Institute for the Study of War (ISW), Russia currently controls:

  • Nearly all of the Lugansk region
  • Around 80% of Donetsk
  • Significant parts of Kherson and Zaporizhzhia, though Ukraine still holds the regional capitals

The Donbas region, once the industrial heart of Ukraine, has been ravaged by over a decade of conflict, beginning in 2014 when pro-Russian separatists launched an insurgency following Ukraine’s pro-European revolution.

Lavrov’s remarks come amid renewed international interest in pushing for a settlement, including efforts reportedly led by U.S. President Donald Trump.

However, Ukraine views Russia’s latest posture as incompatible with any serious diplomatic effort.

As the conflict nears its second full year since Russia’s 2022 invasion, both sides remain far apart on core issues — particularly territorial sovereignty.
